An environment-impacting member purchase system which enables efficient purchase of a member containing a specific chemical substance and the like while satisfying a purchaser's requirement is disclosed. A member specification specifying unit (150) of an environment-impacting member purchase device (101) specifies a member specification for conforming a to-be-purchased member to the environment standard. A request information generating unit (160) generates request information that indicates a proposal regarding the member is requested by using the member specification specified by the member specification specifying unit (150). A communication control unit (110) transmits the proposal request information generated by the request information generating unit (160) to a selling-side terminal (700) and the like. A member purchase judging unit (171) analyzes details of proposal response information received from the selling-side terminal (700) and the like and judges whether or not to adopt the proposal.
