PROBLEM TO BE SOLVED: To inexpensively produce a scour preventive material by inserting a rope into meshes at a bottom of a cylindrical knotless net, and binding the net, to thereby form the external shape of the scour preventive material. SOLUTION: A knotless net 2 which is formed like a cylinder is cut to an appropriate length. A rope is inserted into meshes at a bottom 3 of the knotless net 2, to thereby bind and fix the net. An opening binding rope 5 is also inserted into the meshes at an opening 4. Two hanging ropes 6 (metal wires) are inserted into the meshes, so that the ropes cross each other in a longitudinal direction. A variety of synthetic resins and natural materials can be employed as a material forming the knotless net 2, and polyethylene is advantageous among them in terms of the cost. The knotless net 2 is originally formed like a cylinder, and therefore has no seam line on the periphery thereof, unlike a raschel net, which leads to neat appearance. Thus, only inserting the rope into the meshes at the bottom and binding the net is required, and work of sewing right and left rims of the net together is dispensed with, whereby the scour preventive material can be produced at a lower cost than conventional ones.
