PROBLEM TO BE SOLVED: To efficiently and securely rewrite program data in a plurality of control devices within a vehicle. SOLUTION: Data 21 of a program stored on a storage medium 12b built in a total control device 12 capable of totally controlling a plurality of control devices are transmitted to a network 15 of the vehicle when a CPU 12c of the total control device 12 judges the data optimum. The program data 21 sent to the network 15 of the vehicle are sent to a control device 13 that is an object to rewrite the data of the program, via the network 15 of the vehicle. The second control device 13 that is the object to rewrite the data of the program, stores the program data sent via the network 15 of the vehicle into its own storage medium 13a.
