摘要 PROBLEM TO BE SOLVED: To permit an efficient encoding transformed in the frequency domain even with a low bit rate. SOLUTION: This method is to divide a transformed frequency domain coefficient into 30 to 60 small frequency bands 2; separate a maximal amplitude sample (main component) from residual components in each small band 3; quantize the main component in the position and amplitude value on the small frequency band 4; and quantize the residual components in the average amplitude for each frequency band 5. In the decoding part, this method is to reproduce the average amplitudes of the residual components for each frequency band; reverse-normalize random noises therewith for reproducing the residual components 6; reproduce also the main components 7; synthesize the main components thereto at a corresponding position for reproducing the frequency domain coefficients of the small frequency bands 8.
