A composite gas cooling and rinsing apparatus is provided to prevent re-synthesis of dioxin by cooling composite gas with a large amount of cleaning water, to collect dusts in condensed water, and to clean the cleaned composite gas again. A composite gas cooling and rinsing apparatus comprises a cleaner(10), a pump(40), and cleaning water control units(70,80,90). The cleaner includes an upper part(20) cooling incoming composite gas rapidly, and a lower part(30) cleaning the composite gas again and discharging the cleaned composite gas. The pump supplies cleaning water to the upper and the lower parts. The cleaning water control units are installed to control water level of cleaning water in the lower part. The cleaning water control units include a water level control unit, a differential pressure transmitter, and a controller. The water level control valve is attached to a pipe connected to the lower end portion. The differential pressure transmitter detects whether cleaning water in the lower part reaches a predetermined water level. The controller opens and closes the water level control valve according to a signal from the differential pressure transmitter.
