<P>PROBLEM TO BE SOLVED: To provide a developing device capable of stably outputting a high-quality image from starting use of the device, until finishing the use by suppressing an increase in fogging, when supplying non-magnetic one-component developer, and to provide an image forming apparatus equipped with the developing device. <P>SOLUTION: A regulating blade 31b is conductive, and voltage applied to the regulating blade 31b, by a regulating bias power source 9, is larger than voltage applied to a developing roller 31a by a developing bias power source 8 by a predetermined voltage difference in a direction of the normal electrifying polarity of toner. The predetermined voltage difference is 50[V] or higher and 300[V] or lower, and the absolute value of the saturated triboelectric charge amount of the toner supplied to a developing chamber 31 is 40[mC/kg] or higher and 100[mC/kg] or lower. <P>COPYRIGHT: (C)2009,JPO&INPIT |
