The present invention relates to a hair cosmetic composition comprising a Rubia cordifolia root extract as an active ingredient. The hair cosmetic composition according to the present invention has excellent effects on alleviating scalp inflammation and treating urtication, and can be helpfully used in producing cosmetic products for improving the scalp and the hair because of not causing side effects such as skin irritation as a natural material.
