PROBLEM TO BE SOLVED: To provide a relatively light wind receiving device having its one side receiving almost all the wind and the other side scarcely receiving the wind resistance and provide a wind power rotating device with high rotation efficiency by using a plurality of the wind receiving devices. SOLUTION: This wind receiving device 100 is constituted of a frame body 110 with a prescribed depth, a first stopper 120 provided in the internal circumferential face of the one-side opening of the frame body 110, a pair of vanes 130A and 130B rotationally supported on the frame body 110 inside on the inside of the first stopper 120 and having areas covering over its front side opening part 111, and second stoppers 140A and 140B connecting their free ends to the frame body positioned nearby and regulating the rotational movement ranges of the free ends. The wind power rotating device 200 is so constituted as using a plurality of wind receiving devices 100.
