PROBLEM TO BE SOLVED: To construct an ATM system capable of easily recognizing the power supply cutoff of a subscriber terminating device in an in-house station device monitoring the subscriber terminating device without affecting a device in an intervening telecommunications provider and its power supply cutoff detecting method. SOLUTION: An ATM terminating device 2 whose power supply is disconnected transmits a power supply cutoff cell to a communication line 5, makes the cutoff cell pass through the intervening telecommunications provider 3 and transfers the cutoff cell up to the in-house station device 4. The station device 4 detects the power supply cutoff of the terminating device 2 by detecting the power supply cutoff cell. The station device 4 can also easily detect the power supply cutoff of the terminating device 2 without affecting the device in the provider 3 by detecting the power supply cutoff of the terminating device 2 and also nullifying alarm issuing transmitted afterward from the provider 3.
