PROBLEM TO BE SOLVED: To provide a chemical cell capable of stably imparting a desired electric potential difference over a long period when contacted with an organism; and a generating method of the electric potential difference using this chemical cell. SOLUTION: This chemical cell has any element or layer of (1) a joining element having a first layer including a conductor such as magnesium and a second layer including sheet-like fiber, (2) a second joining element having a third layer including a powdery or fibrous carbon material and a binding material and a fourth layer including sheet-like fiber or (3) a fifth layer including a powdery or fibrous carbon material and a binding material, and generates the electric potential difference of 10-1500 mV between the other surface of the element and the organism, when an exposed surface contacts with the organism, by exposing a predetermined layer in one surface of the element.
