PROBLEM TO BE SOLVED: To obtain a mobile communication system where averaged traffic quantity between sectors and reduction in the effect of an interference wave at a border of the sectors are made compatible with each other while effectively utilizing frequencies. SOLUTION: Micro cell base stations 12a-12c that respectively form micro cells 14a-14c around sector border lines 13a-13c are placed near the sector border lines 13a-13c. The micro cell mobile stations 12a-12c respectively use a frequency other than frequencies that are used in sectors 11a and 11b (11b and 11c, 11c and 11a) in contact with the border line 13a (13b, 13c). Each communication area of the micro cells is formed respectively smaller than a communication area of a macro cell 10, and the micro cell mobile stations 12a-12c are in operation with power smaller than that of a macro cell base station 12. Then any of the micro cell mobile stations 12a-12c makes communication with a mobile station within the communication area of the micro cells 14a-14c and the macro cell base station 12 makes communication therewith in other communication areas.
