PROBLEM TO BE SOLVED: To satisfactorily obtain pixel data constituting an HD signal. SOLUTION: A dynamic range DR in a class tap is detected. When the DR is not lower than a threshold Th, pixel data y1-ato y4-acalculated with coefficient data Wi-a corresponding to a class code Ca are outputted as pixel data y1to y4constituting the HD signal. When the DR is smaller than the threshold Th, the addition average value (y1-a+ y1-b)/2 to (y4-a+ y4-b)/2 of pixel data y1-ato y4-aand y1-bto y4-bcalculated with coefficient data Wi-a and Wi-b corresponding to class data Ca and Cb is outputted as pixel data y1to y4constituting the HD signal. The coefficient data Wi-a and Wi-b are based on results obtained by using a part where the DR is not lower than the threshold between a student signal corresponding to an SD signal and a teacher signal corresponding to the HD signal to perform learning. The class code Ca is converted into the class code Cb such that the addition average value becomes the closest to a true value of the pixel data constituting the HD signal.
