A moving picture re-encoder capable of creating reproducible correct coded data with a light-load simple processing when coded moving picture data is converted or edited. The moving picture re-encoder comprises decoding means (12) for decoding a frame of a moving picture from a coded bitstream, frame selecting means (15) for selecting a frame to be re-encoded from the decoded frame, encoding means (14) for re-encoding only the selected frame, and interval reporting means (13) for computing the frame interval between the re-encoded frame to the next frame to be re-encoded and reporting the computed frame interval to the decoding means (12). The decoding means (12) continues the decoding of the bitstream until the time based on the reported frame interval passes. The frame selecting means (15) selects the last frame until the time passes as the next frame to be re-encoded.
