<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus that prevents toner scattering, keeps stable developing properties over a long period of time, and obtains stable images in an image forming apparatus equipped with a touch-down developing device. <P>SOLUTION: In the image forming apparatus having the touch-down developing device, a toner carrier and a toner collection roller for collecting the scattered toner that floats in the vicinity of a two-component developer carrier are arranged downstream of the closest position between the two-component developer carrier and toner carrier in a rotation direction of the two-component developer carrier and are also arranged between the two-component developer carrier and a housing wall.
