PROBLEM TO BE SOLVED: To provide an adjusting device capable of easily performing fine adjustment of a lower limit position of a bottom rail. SOLUTION: In the bottom rail lower limit position adjusting device of a horizontal blind constituted such that a tape holder 3 is fitted in a plurality of sections of the bottom rail 1, an adjusting means is arranged in the tape holder 3 or the bottom rail 1, and rudder cords 2a, 2b are pulled in toward the bottom rail 1 or pulled back toward a head box by the adjusting means to adjust the lower limit position of the bottom rail 1, the adjusting means is constituted by an operation means 6 and a movable member 11 interlocking with the operation means 6 to enable fine adjustment of the lower limit position of the bottom rail 1 by pulling in or pulling back the rudder cords 2a, 2b due to the travel of the movable member 11.
