PROBLEM TO BE SOLVED: To surely consume surplus electric power, while always maintaining a sufficient charging level. SOLUTION: When an operation state of a fuel cell stack 1 is judged to be in the minimum output state, a control device 15 calculates a total power generation amount, calculates a 1st target operating point in a compressor 3, calculates the amount of surplus electric power, using this 1st consumed electricity amount, calculates a 2nd target operating point consuming this surplus electric power amount by a cooling-water supplying pump 4, and carries out power consumption processing which consumes the surplus electric power with the compressor 3 and the cooling-water supplying pump 4. |
