SOLUTION: After inserting a conical pin to the center of the tip end face of a group of wires projecting and held from the circular hole of a plate to open wires in four directions and binding the opened wires to the plate, the group of the wires is cut off on the opposite side of the wire projecting side of the plate, hubs are formed at the center of the group of the opened wires, a plurality of hubs are joined coaxially to form a boss in a method for manufacturing a rotary brush and a rotary brush manufacturing device suitable for performing this method.
