A plurality of physical uplink control channel (PUCCH) groups comprise a primary PUCCH group comprising a primary cell and a secondary PUCCH group comprising a PUCCH secondary cell. A wireless device keeps the PUCCH secondary cell active if a deactivation timer of the PUCCH secondary cell expires and there is an activated secondary cell in the secondary PUCCH group. The activated secondary cell is different from the PUCCH secondary cell.

receiving, by a wireless device from a base station, at least one message comprising:
configuration parameters of a plurality of cells comprising at least one secondary cell, the plurality of cells grouped into a plurality of physical uplink control channel (PUCCH) groups comprising:
a primary PUCCH group comprising a primary cell with a primary PUCCH transmitted to the base station; anda secondary PUCCH group comprising a PUCCH secondary cell with a secondary PUCCH transmitted to the base station;a deactivation timer value for a deactivation timer of the PUCCH secondary cell; keeping the PUCCH secondary cell active if:
the deactivation timer expires in a subframe; andthere is an activated secondary cell in the secondary PUCCH group in the subframe, wherein the activated secondary cell is different from the PUCCH secondary cell.
