PROBLEM TO BE SOLVED: To optimize the constitution of a cable head end by adding an additional video source to a cable network by means of a cable supplier when the number of requests from customers exceed a threshold and redistributing the requests so that they become almost uniform among plural video sources. SOLUTION: When the demand level of the customers exceeds the threshold of a level I management structure, level II management structure is taken (40). When the demand level exceeds the threshold of level II management structure, level III management structure is taken (42). In level II management structure, the two video sources are used. In level III management level, N-pieces of video sources are used. The level of management structure can be increased to the level corresponding to the number of the cable head ends used by the cable supplier. Level I management structure can directly be changed to the other management structure level and the inverse can be possible. |
