<p>PROBLEM TO BE SOLVED: To solve such problem that the time for reception at reception institutions for bulky refuse discharge application is usually limited from the morning to evening on workdays and that one must write down personal information such as name and the like on a disposal charge ticket seal. SOLUTION: A terminal for application has an audio assist, is installed in an accessible location such as convenience store or supermarket, etc. When the terminal is used for identity authentication, using a resident card to which personal information is registered and a device that reads information registered to the card, reads the personal information to collate it using an identity authentication device installed in a local authority. On the local authority side, an identity authentication server and a resident information DB are provided to conduct identity authentication. The identity authentication server conducts identity authentication and has the resident information DB in which resident card code, legal name, address, gender, date of birth are registered. By retrieving using the resident card code as a key, the identity authentication is conducted. On a management center side, a server and an application data storing means for conducting application processing, a server for conducting confirmation intercommunication and a storage means for storing data for which disposal charge ticket seal is not issued, are provided.</p> |
