摘要 PROBLEM TO BE SOLVED: To achieve transfer of traffic between a master eNB and a slave eNB with low delay and without having an impact on quality of an existing service as much as possible in a split-RAN using a public network.SOLUTION: A packet scheduler comprises a low delay class queue 14 for storing traffic between a master eNB and a slave eNB, for which traffic does not need band guarantee although the amount of allowable delay is small, in addition to an existing high priority class queue 11, priority class queue 12, and a low priority class queue 13. The packet scheduler stores the traffic between the master eNB and the slave eNB in the low delay class queue 14 by a packet sorting unit 15, outputs the low delay class queue 14 alternately with high priority class packet and in preference to a priority class packet and a low priority class packet by an RR processing unit 16 and SPQ processing units 17a, 17b, and discards an output packet from the low delay class queue 14 by a packet discard unit 18 and a packet discard control unit 19 if queue overflow occurs at the priority class queue 12.
