PROBLEM TO BE SOLVED: To obtain a carbage incinerator and an operating method thereof which enables minimizing of the content of NOx, CO and a harmful substance such as dioxins in an exhaust gas without incurring an increase in operation cost. SOLUTION: An incinerator 1 having a reburning zone (flue) 2 is jointly equipped with an incineration ash melting furnace 30 and an exhaust gas Gb from the incineration ash melting furnace 30 is supplied as intact into the reburning zone of the incinerator to operate. The exhaust gas Gb from the incineration ash melting furnace 30 is lower in the concentration of oxygen. This allows applying of a sufficient piercing force to a natural gas blown in a state where a reduction state of the reburning zone (flue) 2 is maintained.
