The invention consists of a method of scheduling work shifts for medical personnel at multiple locations, comprising the steps of: a) collecting shift preference information, including non-working dates, from each member of the personnel to be schedul ed for shifts at the locations in a pre-defined shift period; b) defining a set of rules to apply to shifts and schedules; c) applying a scheduling algorithm based on the define d rules in combination with the collected shift preference information to create a shif t schedule for all personnel covering the shift period; d) submitting the shift schedule fo r approval by a human administration; and e) enabling modifications to the approved shift schedule by administration and personnel, including exchange of scheduled shifts by the personnel.
