<P>PROBLEM TO BE SOLVED: To reduce the number of parts to reduce manufacturing costs while improving assembling operability. <P>SOLUTION: A diaphragm 14 made from an elastic material is provided in the interior of a body 12. The diaphragm 14 includes a body portion 48 having a seat member 54 that is seated on an inner tubular member 24 of the body 12, a retaining portion 50 disposed on an outer peripheral side of the body portion 48 and which is slidably displaceable with respect to the inner tubular member 24, and a skirt 52 that is retained on a flange 28 of the body 12.
