PROBLEM TO BE SOLVED: To provide a multi-access communication system in which transmission efficiency is improved. SOLUTION: A subsidiary station 20 forms a plurality of data packets, when data from variable-speed data terminals 30, 31 are received, and then transmits a transmission demanding signal, which contains the total amount of interconnected data packets to a master station 10 via a multi-access type circuit 60. The master office 10 transmits a transmission-permitting signal, which contains the total amount of data packets permitting transmission to the subsidiary office 20 via a broadcast type circuit 50. The subsidiary station 20 interconnects a plurality of data packets within a preset range, and transmits interconnected up-link transmission data packets to the master station via the circuit 60.
