PURPOSE:To encode picture data at a high speed by sharing an encoding action with plural microprocessors. CONSTITUTION:A run length counter 402 counts black or white continuous picture elements of inputted picture signals and outputs the counted value to an RL counter bus 406. A changing point signal 405 for showing the changing point of the picture data causes any one of a CPu group to execute an encoding action based on the output of the counter 402. Token buses 404-1-404-n connect CPUs from CPU-1 to CPU-n in a loop, and decides the output right of the data of each CPU. The CPU obtaining the output right outputs an MH code corresponding to the counted value fetched from the RL counter bus 406 to an MH data bus 407, and other CPUs are in the try state outputs. The MH code written in a screen memory 403 is transmitted to a remote place through a transmission line and stored by a memory device such as an optical magnetic disk.
