PROBLEM TO BE SOLVED: To provide a device for laying easily a new piping such as a PE pipe without forming extremely smaller than the inner diameter dimension of an existing piping. SOLUTION: A device is used for pipe components 2A for forming a new piping by setting in parallel with the peripheral direction of an existing piping 1, and provided with a tapered cone section for pressing the pipe components 2A on the inner face of the existing piping 1, and the end of the end edges of respective pipe components 2A in the state of being pressed are heated and cooled to manufacture an arranging component 5 having the sections to be fusion welded and cooled and solidified which are provided successively from the end side in the direction of being hauled.
