PROBLEM TO BE SOLVED: To reduce the construction cost of an external server, and to enable a user of an IP terminal to freely select the IP terminal to be used from among a plurality of IP terminals. SOLUTION: Each of protocol control apparatus 30 includes a database 33 for storing application information of IP terminals 40, which are controlled by this protocol control apparatus 30. A dedicated maintenance terminal 20 includes a database 23 for temporarily storing application information that the protocol control apparatuses 30 possess. In response to a backup instruction from the dedicated maintenance terminal 20, an internet protocol compatible private branch exchange (IP-PBX) 10 receives application information of a designated IP terminal 40 from a protocol control apparatus 30.
