A wireless communication terminal having a video capacity controlling function in accordance with network state information and a method thereof are provided to adjust the capacity of videos by automatically setting the compression rate of the obtained videos according to previously collected network state information, thereby more effectively transmitting the videos. A wireless transceiver(10) transceives a wireless signal with an external apparatus. A key input unit(30) inputs a signal related to acquisition and transmission of a video. An image input unit(50) acquires an image. A voice input unit(80) acquires a voice. A storage unit(20) stores network state information and the video. A compression unit(60) compresses the video. A controller(70) controls each component so as to periodically collect network state information and to transmit the video by acquiring and compressing the video at a compression rate in accordance with network state information stored in the storage unit(20).
