PROBLEM TO BE SOLVED: To provide an intermediate transfer belt which has good secondary transfer property and which prevents production of image defects such as hollow characters, to provide a fixing belt having good sliding characteristics, and to provide an image forming device equipped with these belts. SOLUTION: The intermediate transfer belt 7 and the fixing belt consist of a resin compsn. of a resin selected from a polyimide resin, polyethersulfone resin and polyether ketone resin where conductive inorg. fine powder and resin powder having low surface energy are dispersed. The contact angle with a water drop is >=100 deg. on the top face of each belt and <90 deg. on the back surface, and the Young's modulus is >=30000 kg/cm<2> . The surface resistivity of each belt preferably ranges from 10<10>Ω/sq. to <10<14>Ω/sq.
