PROBLEM TO BE SOLVED: To provide a variable valve system of an internal combustion engine which reduces control load at the change from a high valve lift side to a low valve lift side. SOLUTION: In the variable valve system, the direction to a control shaft 11 under the maximum load produced in a rocking fulcrum S1 of a transmission arm 35 during valve lift is made identical to a rotating direction when the control shaft 11 is changed from a high valve lift amount side to a low valve lift amount side, thereby facilitating the turning in the direction in which the control shaft 11 is changed from the high valve lift amount side to the low valve lift amount side.
