PROBLEM TO BE SOLVED: To restore a reproduction clock during recording by preserving information relating to the clock control of a system time clock (STC) and controlling the reproduction clock using the information. SOLUTION: The data recording/reproducing device comprises: a separation part 2 for separating a PCR, audio information and video information from a TS packet; a counter 4; a comparison part 3 for receiving the PCR transferred from the separation part 2, comparing the PCR with the STC of the counter and outputting the difference as a control signal; a counter control part 7 for controlling the clock frequency of the counter 4 on the basis of the control signal and outputting the information on a control parameter and timing; a recording and reproducing processing part 6 for generating and outputting an STC packet including the information on the control parameter and the control timing; and a recording part 8 for recording the TS packet and the STC packet.
