PROBLEM TO BE SOLVED: To create a seaweed bed by attaching spores of seaweeds 2 to a base material 1 to the base material 1 on land or on a raft or nursing spores and charging these spores on the base material into a place in which growing of the seaweed bed is desired and enlarge growing environment of fishes. SOLUTION: The seaweed bed-creating method comprises attaching spores 2' of seaweeds 2 to an inorganic base material 1 or a porous ceramic base material 1' having a coarse surface on land or on a raft. growing the spores 2' for some time and then directly scattering these spores attached to the base material into the sea or raising these spores 2' for some time and then scattering these spores 2' and growing seaweeds 2 in the sea.
