PROBLEM TO BE SOLVED: To provide a speech-understanding device, etc., which achieve speech understanding whose accuracy is higher. Moreover, the speech-understanding device 100 is configured to be equipped with a word/semantic expression merge N-gram model preparing part 30, which prepares the word/semantic expression merge N-gram model DB 20 being the N-gram model of word/semantic expression merging from a language corpus 10 where clear correspondence relation among words and semantic expressions has not been carried out.
