<p><P>PROBLEM TO BE SOLVED: To prevent cat's-eye or noise enhancement in a low-luminance region while appropriately performing contour enhancement upon a subject. <P>SOLUTION: An edge detecting section 41 detects an edge component E1 of each pixel of an input luminance signal Y0. A weighting section 42 produces a weighted edge component E2 by adding relatively great weighting to the edge component regarding a pixel of which the luminance value is a medium level, in the input luminance signal Y0. On the other hand, a weighted edge component E2 is produced by adding relatively small weighting to the edge component E1 regarding a pixel of which the luminance value is a low level or a high level, in the input luminance signal Y0.
