Many terror attacks are carried out by placing explosive devices under the seats of passenger vehicles or trains. The system proposes to fill the under=seat spaces with a cushion comprising a strong plastics skin (2) filled by a plastics foam (1), or with stout plastics air=filled bags. A screw-jack (5),with pads at either end, operated by the handle (10) is placed between the floor (8) of the vehicle and the base (8) of the seat. A steadying bar (12), attached to the jack body, is embedded in the foam. The jack prevents settling of the seat on the foam cushion due to vibration, road bumps and the like.
