PROBLEM TO BE SOLVED: To provide a pumping device having a simple structure, which can efficiently cool a driving mechanism, irrespective of the material of the casing and the structure of motor mechanism, and can unfailingly prevent water from permeating into the casing, and to provide a washing machine. SOLUTION: In the pumping device, slit-like lower perforated holes 461 and upper perforated holes 462 are formed on a cover 40 that covers the driving mechanism, of the casing, and the ambient air comes in/out into/from the cover 40 via the lower perforated holes 461 and the upper perforated holes 462. The upper perforated holes 462 are formed at the bottom portions of flange-like protrusions 47, 48, and the lower perforated hole 461 is surrounded by a rectangular rib-like frame protrusion 49.
