PROBLEM TO BE SOLVED: To reduce the hardware quantity in the case of obtaining a motion vector in a designated area of an image. SOLUTION: A motion vector separation device 111 separates a position of a macro block of a current frame and a motion vector from an input bit stream, a subtracter 113 subtracts the motion vector from the position of the macro block of the current frame to calculate the position of the macro block of one preceding frame. A comparator 117 compares a designated area of the one preceding frame with a position of a macro block of the one preceding frame and closes a switch 119 when the macro block position is within the designated area. A motion vector calculation unit 121 calculates a motion vector of the area designated from the motion vector of the macro block coincident with the designated area, and a display area calculation device 123 adds the motion vector to the designated area to produce new display area information and an image signal in response to the new display area information is outputted to a display device 131 through a switch 127.
