PROBLEM TO BE SOLVED: To easily reduce power at the time of monitoring for not performing recording by providing a means for regularly stopping clocks to be supplied to a video signal processing means by the repetition unit of the color separation of an image pickup element or the like. SOLUTION: The image pickup element 1, a CDS/AGC 2, an NTSC/PAL modulation circuit 6, an image pickup element driving circuit 7 and a synchronizing signal generation circuit 12, etc., are operated by the clocks successive during one horizontal period generated in a clock generation circuit 8. Then, at the time of monitoring for not recording video data, an A/D 3 and a video signal processing circuit 4 are operated by the clocks for which the successive clocks are operation-stopped by a 2-pixel unit. Also, at the time of recording, they are operated by the clocks successive during one horizontal period. Since data are transferred to the clocks capable of reproducing the respective data of luminance signals and color difference signals generated in the video signal processing circuit 4 at a correct position thereafter, distortion is not generated in images and the power is reduced.
