The invention provides a percutaneously absorbable preparation which has a high-concentration dermatologically valuable substance layer and is excellent in percutaneous absorption accelerating effect and a process for production of the preparation. A percutaneously absorbable preparation comprising a base layer made of a hydrophilic polymer which is swellable through the absorption of water and/or aqueous alcohol and a layer spread on the surface of the base layer which is made of a dermatologically valuable substance which is soluble or suspendible in water and/or aqueous alcohol and has a molecular weight higher than 1,000 daltons; and a process for the production of a percutaneously absorbable preparation comprising a base layer and a concentrated dermatologically valuable substance layer spread on the base layer, which comprises dropping an aqueous solution or suspension prepared by dissolving or suspending a dermatologically valuable substance which is soluble or suspendible in water and/or aqueous alcohol and has a molecular weight higher than 1,000 daltons in water and/or aqueous alcohol on the surface of a base layer made of a hydrophilic polymer which is swellable through the absorption of water and/or aqueous alcohol to make the water and/or aqueous alcohol absorbed into the base and thereby form a concentrated dermatologically valuable substance layer on the base layer.
