PURPOSE:To minimize the scale of hardware and to prevent the deterioration of a picture by coding and transmitting a still picture in an interrupting state while a moving picture is coded and further displaying a pointer in either a still picture to be transmitted or a received still picture. CONSTITUTION:An input picture signal 1 is a picture signal obtained by interrupting a still picture signal for several frames in a moving picture signal, and still picture coding is executed in the interrupting state during moving picture coding by a still picture control circuit 102. Thus, a coder 100 and a decoder 105 for the picture are used in common, and the configuration of the hardware is minimized. Further, since the title system is equipped with a transmission side still picture memory circuit 103 and a reception side still picture memory circuit 108, it is possible to execute a video conference while watching the same still picture as that of an opposite party by matching to the opposite party by switching the still picture to be transmitted and the received still picture with a selector 109 and outputting the selected still picture. Further, since the system is equipped with a pointer mark generating circuit 106 and simultaneously superimposes a pointer to be transmitted and a received pointer on the respective still pictures in a superimposing circuit 110, the satisfactory pictures can be obtained, and an instruction on the same still picture as that of the opposite party can be easily executed. |
