PROBLEM TO BE SOLVED: To fill an internal space of a dam with a fill material simply without performing a mechanical replacement work, even when a size of an open width in the internal space of the dam is changed by product switching.SOLUTION: For open widths Dx and Dy of an internal space Ds of a dam Da whose size has been changed by product switching, there is coated, as a fill material F, either of belt-type fill materials F1 and F2, or a plurality of belt-type materials F1 and F2 having a different belt width in a combination of a plurality of each, by operation of either or both of a plurality of dispensers 1 and 2 for the fill material.
