PURPOSE:To prevent a screen of a television receiver from being luminescent irregularly when an audio signal of a picture erasure channel without any picture is listened to. CONSTITUTION:The controller is provided with a tuner 12 selecting a channel of a television broadcast signal St, and separating a picture signal Sv and an audio signal Sa, a modulator 13 converting the picture signal Sv and the audio signal Sa into a television broadcast signal St1 to provide the converted signal to a television receiver TV, a black screen signal generating section 15 generating a picture signal Sv1 corresponding to a black screen and a changeover section 16. The changeover section 16 selects the picture signal Sv1 from the black screen signal generating section 15 in place of the picture signal Sv from the tuner 12 when the tuner 12 selects a picture erasure channel to send the signal to the modulator 13.
