摘要 <p>PURPOSE:To efficiently improve the picture quality of moving images by utilizing visual sense characteristics. CONSTITUTION:After input image data are divided into prescribed block units BL, based on a motion vector V of the BL detected by a motion detection circuit 2, the motion of the image data is compensated by image data processing circuits 22 and 24. Concerning the block of residual data and the surrounding blocks, the roughness of the motion vector is detected by a moving field detection circuit 30 and based on a detected result SP2, the residual data are quantized by a requantizing circuit 8 and stored in a buffer circuit 20 when the motion vector V is rough. In this case, when the motion vector V is rough, the moving images with high picture quality can be efficiently transmitted by finely setting a quantizing step size concerning a part of which the degradation of picture quality while is be easily sensed considerably switching the quantizing step size.</p>
