<P>PROBLEM TO BE SOLVED: To solve the problem that a radio channel is not effectively used in a conventional radio system, especially, in the case of emergency such as disaster prevention information since both carriers are used for a simultaneous command, i.e., the carrier for the simultaneous command of master station transmission common to each zone and the carrier for the individual communication of the master station transmission and slave station transmission in each independent zone. <P>SOLUTION: The master station and the plurality of slave stations are connected by the carrier for the simultaneous command of the master station transmission common to each zone and the carrier for the individual communication of the master station transmission and slave station transmission in each independent zone, so as to perform the simultaneous command and the individual communication concerning the radio system. The slave station previously measures the quality of the carrier for the simultaneous command and reports it to the master station. When the quality is excellent, the simultaneous command is performed only by the carrier for the simultaneous command.
