<p>A plasma display panel and a flat panel display device using the same are provided to reduce a visible ray difference between discharge spaces by enlarging a traveling path through a scattering system. A front substrate(201) and a rear substrate(202) are opposite to each other in a predetermined interval. A barrier rib(205) is formed in a space between the front and rear substrates in order to divide the space into a plurality of discharge spaces. A plurality of front discharge electrodes(207) are disposed in the barrier rib in order to surround the discharge spaces. A plurality of rear discharge electrodes(206) are disposed in the barrier rib in order to surround the discharge spaces. The rear discharge electrodes are separated from the front discharge electrodes. A phosphor layer is disposed within each of the discharge spaces. The discharge spacers are filled with discharge gas. A plurality of dielectric layers(208,209) are formed to bury the discharge electrodes. A dielectric of the dielectric layer positioned within the discharge spaces is different from a dielectric of the dielectric layer disposed within a non-discharge region except for the discharge spaces.</p>
