PURPOSE:To make it possible to house metal bars at the center of the ring part of a steering wheel core material and consequently stabilize its quality by a structure wherein a first and a second wind up jigs are fixed to each other in the state that the metal bars are fitted into the grooves of the first wind up jig. CONSTITUTION:Grooves 8d, each of which extends radially from a peripheral groove 8a and has semi-circular cross section, are provided near the notched grooves 8b of the abutting surface of a second wind up jig 8. Grooves 7c, each of which has the same form as that of the groove 8d, are provided on the abutting surface 7b of a first wind up jig 7 so as to form holes 12 in the state that both the jigs are abutted against each other. Each metal bar 13 imbedded in the ring part 2 of a core material 1 is provided with pin-like holding parts 13a, which can fit to the holes 12. The holding parts 13a of the metal bars 13 are fitted into the grooves 7c of the first wind up jig 7, which is, in succession, covered by the second wind up jig 8. After that, a long fiber impregnated with synthetic resin is wound up by the gigs by rotating a main shaft 6 so as to form the ring part 2, spoke parts 3 and a boss part 4 in order to mold a steering wheel core material by curing the resin.
