An apparatus for determining fault position of distribution line in consideration of influence of load device and a method thereof are provided to improve reliability of distribution line operation by determining half-open and half-input of a distribution line. A measuring part(530) measures one among a current or a voltage flowing in a predetermined position of a distribution line. A control part(520) determines malfunction of the distribution line according to a measured current amount and a current direction. A key pad changes phase information of the distribution line according to the detected phase information. A communication part(510) transmits one among direction information of a current flowing in the predetermined position of the distribution line, non-current/non-voltage information of the distribution line, malfunction information of the line, half-open information, and half-input information to a distribution control device on the distribution line.
