<p>PURPOSE:To properly and easily perform processes fast even as to images of frames which have greatly different frequency characteristics in horizontal and vertical direction by carrying out horizontal and vertical filter processes for data independently. CONSTITUTION:Data stored in a frame memory 11 are read out and supplied to horizontal and vertical operator processors 12a and 12b, which performs the filter processes and input and results to absolute value sum calculating circuits 13a and 13b; and their outputs are added by an adder 14, whose output is inputted to an encoded quantity value converter 15. The encoded quantity value outputted by the encoded quantity value converter 15 is compared with a set target value, a horizontal and a vertical band limit values corresponding to the difference are outputted, and the data before orthogonal conversion is band-limited horizontally and vertically corresponding to the band-limit values. Consequently, even data of an image whose frequency characteristics are greatly different in horizontal and vertical direction can properly and easily be processed fast.</p> |
