PROBLEM TO BE SOLVED: To provide a vibration isolating plastic outer shaft material which protects the generation of a chip or a crack at the cutting part of a plastic injection hole when manufacturing. SOLUTION: Outer shaft material is formed in a cylindrical cylinder part 11 and a flange part 12 in ring configuration which projects to the centrifugal direction from one end of a cylinder 11. The plastic injection hole at the injection molding is formed in a little bit off position to the inside of axial direction from an shaft end of the inner circumferencial surface at one end of the cylinder 11, after finishing the molding when cutting a plastic injection hole and removings an excessive part such as plastic injection gate, a chip or a crack becomes difficult to happen.
